i have a 2003 can i put the bumper off a 2007 on will it work thanks and do i have to change the headlights

At the very least you'll need the new headlights and the new grill to go with the bumper. Not sure if there are any differences in the mounting.

The 07's bumpers look molded into the body of the PT. Not sure that it can be done.

I'll have to take a closer look and compare my wife's 07 to my 04. From what it seems, it looks like the fenders are the same, and it is the molded bumper assembly that looks different. The slightly different lines around the grill would necessitate a new grill, and the scalloped headlights, would require a change there as well.

Other than that, I don't think there are any other major differences.

WaveDue to a mishap at a tire dealership I had to get my front bumperette replaced on my '02 dreamer. The cost of the bumperette itself is about $500. Of course I can't say how that compares to the cost of that for the '06 and later.
